Judith Hines, a board member of Friends of Loudoun Mental Health and a founding member of Loudoun NAMI, has a 30-year history of dealing with mental illness in her own family and serving in community organizations devoted to helping people who experience mental illness. She has been a member and chairman of the Loudoun County Community Services Board, overseeing policy and top staffing for mental health, mental retardation and substance abuse services in Loudoun County. She was a founding co-chair of Leadership Loudoun, and now serves on the Board of Loudoun Cares.

She was the Loudoun Times-Mirror's Citizen of the Year in 2008.
